As promised, we are beginning our Black History Month observance with acknowledgement of local heroes and sheroes of the human rights struggles of past decades. See page 18. There are two programs to choose from. A Saturday afternoon respite program is offered at Boys and Girls Clubs in four different areas of the city from noon-5pm. All participants receive a free membership to the Boys and Girls Club. The Family Care Respite Program matches children with an appropriate foster family who will provide weekend respite services. The respite families are trained, licensed and have all state required child serving clearances. Children can stay a full day, overnight or for the weekend. The first available weekend is February 7th. Pre-registration is required for both programs. Gibbs. I am the Chaplain and Reintegration/Aftercare Supervisor at The Glen Mills Schools, in Glen Mills, PA. Glen Mills is a residential placement for court adjudicated young men. As Chaplain, I provide an avenue through which, young men may worship. As Reintegration/Aftercare Supervisor I serve over 400 young men and women in Philadelphia County after they have been released from various placements. Some have simply proven to have difficulty attending school regularly or encountered behavioral problems. I am sure that most of you know the challenges and perilous conditions that our young men and women face in the community. I have a diligent staff of “Reintegration” and “Community Management” Workers in the community everyday, making sure that the youth are attending school and seeking jobs and receiving the social services that Philadelphia has to offer. We also assist youth and families with referrals to drug and alcohol treatment, Family Therapy, Parenting Classes and job readiness through “E3” centers located in the West, Southwest, North, Girard, and Logan sections of the city. Now as I venture to develop more programs such as Grief, Loss and Recovery and Anger Management Approaches, I am challenged with the task of locating like minded community servants that would provide sites, command centers, church rooms, or any faith based habitat, and would be willing to host my workers as they try to make changes for good in the Philadelphia Community. Finally, the ideal space that would offer us the most aftercare potential would be one with computers, fax capability, and rooms with desks and or tables and chairs. On January 13, the U.S. House of Representatives stood up for America's children and adolescents by reauthorizing the Children's Health Insurance Program (CHIP). WE NOW HAVE A MOMENTOUS AND POTENTIALLY CHALLENGING VOTE AHEAD OF US IN THE U.S. SENATE AND WE NEED YOUR HELP. The Children's Health Insurance Program Reauthorization Act of 2009: Fulfills the pledge of more than $30 billion in federal funding to provide health care for those currently enrolled in the program, and to enroll millions more children and adolescents, the vast majority of who are currently eligible for CHIP or Medicaid but unenrolled; and Strengthens and improves health care coverage for children and adolescents in a variety of other areas, including passage of the Immigrant Children's Health Improvement Act (ICHIA), which will lift a five year ban on public health coverage for legally residing children and pregnant women. The vote in the House was strongly bipartisan-289 - 139 - with forty Republicans voting in favor of the bill. Now this
legislation goes to the Senate for a vote and although that vote could be much closer, we are hopeful that the same spirit
of bipartisanship will continue and Democrats and Republicans will come together and pass CHIP including coverage for
legal immigrant children. Calls and letters from you and thousands of pediatricians and child and adolescent health professionals across the country have and will continue to make a difference. Please take a few minutes and call your Senators and ask them to vote "yes" in support of CHIP reauthorization and ICHIA. Every call matters. TAKE ACTION: Call your Senators and tell them to vote "Yes" in favor of CHIP and ICHIA! Contact the US Capitol switchboard at (202) 224-3121 and request to speak to your Senators. Tell Your Senators: Please support CHIP with the ICHIA amendment. It is the right thing to do at the right time. and character development. Jointly sponsored by The School District and The Archdiocese of Philadelphia, Temple University, and the Academy of Natural Sciences, the Fair is open to all Philadelphia public, charter, parochial, and private school students in grades four through twelve. Since its inception in 1979, over 18,000 students have participated in the Carver Science Fair and have, in many cases, moved on to compete in the Delaware Valley Science Fair. As in previous years, the judging day includes a continental breakfast, a brief introduction to the fair, project evaluations through the morning, a buffet lunch, the opportunity to network with colleagues, and individual student interviews. Judges also receive free parking. Judges are needed on Tuesday, February 24th from 8:30am to 4:30pm at the Academy of Natural Sciences, 19th St. and Benjamin Franklin Parkway, to judge the grades 4 through 6 competition, and on Tuesday, March 10th, 8:30am to 4:30pm at Temple University, Broad Street and Montgomery Avenue, for grades 7 through 12. Cecil B. Moore, connected me to a group of people who became ‘family” for all times. The efforts for the integration of
The Stephen Girard College for White Male Orphans brought together many young people who, otherwise, may have
never crossed paths. We were known at that time (1965) as The Young Militants. We saw ourselves as young men and
women who believed in ourselves, and the righteous causes that we supported. We continue even today to embrace
those moments, and to support each other’s dedication to the betterment of our communities. We go into schools, mentor
young people who do not have the benefits of the facts of history that helped to open some of the doors that they have had
a chance to walk through. And most of all, to pay tribute and honor our sisters and brothers in the struggle, who are no longer with us, our fallen
heroes who should not go unrecognized for what they endured in the form of mental and physical abuse .The names of
George Brower (Freedom George), Frank Haley (Freedom Frank), Stanley Vaughn, Barry Dawson, sister Bertha Brown,
Roy Arnold, (Short-Shorts), Brother Zeke, Bro. Ulysses C. Grant, Bro. Reverend Dwight Eisenhower Campbell, Bro.
Robert Brazzwell, Bro. Malichia Robinson, Sis. Birdie Palmer, Ms Susie Leacock and Mrs. Maude Robinson. There
were many more upon whose shoulder we now stand. These were the die-hards, who would give it all, stop at nothing, to
see the job through. In all kinds of weather, day and night, they were on duty! If only they could witness today, the fruits of
their labors, they would be so relieved to know that they were all on the right path. Freedom, Justice and total equality for
all people is still the struggle! We have come a long way, but we’ve got so much further to go. I can recall, as if it were
yesterday, times spent with each and every one of the people I just mentioned. I can feel the presence of their
contributions to the cause. We must all continue to hold fast to the goals that we focused upon over forty years ago, and
to keep on keeping on. Our young people are in serious need of true and proper guidance. Strength lies in the family!
Family is the root of the tree that will help us, African Americans, to flourish in a forest of undergrowth and vines and
fossils of petrified residue that continues to thwart our development. Trust me, we are still not “out of the woods” We do
not have to prove anything as a people. We have demonstrated time and time again that we are qualified, ready and able

The Community Health Planning and Policy Development (CHPPD) Section of the American Public Health Association (APHA) is currently looking for nominations for 8 leadership positions starting at the end of the November 2009 Annual Meeting in Philadelphia. CHPPD is the third largest section of APHA, and as such is the largest section in that organization concerned with issues of community health. This year is a unique opportunity for the CHPPD section to engage new leadership, as we have 2 Section Councilor positions and 6 Governing Councilor positions to fill. The reason there are so many Governing Councilor positions is because we have increased our membership in the past year, which resulted in more representation on APHA's governing body. Section Councilors guide CHPPD activities, and is an excellent way to become more involved in the Section. Governing Councilors are CHPPD’s representatives to APHA’s governing body, and vote on APHA policies and leaders at the annual meetings. The “Green Peace Project” promotes an environment that demonstrably shows the

gardens throughout the city of Philadelphia, utilizing discarded or dysfunctional
space. The land is cultivated and developed to yield marketable provisions and
provide communities healthy options. The gardens include seating areas and
sculptured universal peace symbols to provide communities with peaceful
eco-friendly space. The program advances the proposition of using
community-connectivity to spur economic growth and progress. Goals: The three-month series teaches participants; the study of pedology; the tenets of

gain knowledge in self-sufficiency, self-determination, ethics and business. Facts: Urban Agriculture 50% of the world’s population lives in cities. 800 million people are involved in urban agriculture world-wide and contribute to

The price is $85, $45 for students and the link is www.wec2009.com The Small Business Energy Efficiency Grant Pennsylvania Small Business Energy Efficiency Grant Program The Department of Environmental Protection (Department) announces an upcoming grant opportunity for small businesses undertaking energy efficiency projects. The Small Business Energy Efficiency Grant Program provides a 25% matching grant, to a maximum award of $25,000, to enable a small business in this Commonwealth to purchase and install energy efficient equipment or processes that will result in improved energy efficiency. An eligible applicant must be an independent for-profit small business with 100 employees or less whose business or facility is located within this Commonwealth. Examples of small businesses in this Commonwealth that are eligible include manufacturers, retailers, service providers, mining businesses and agricultural operations. The project to which the grant will apply must save the small business at least 20% annually in energy related expenses with a minimum dollar savings of at least $1,000 per year. Only project costs incurred after the grant opening date of January 12, 2009, will be eligible. Get ‘Your’web link on The Coalition, Inc. web site ----- Colleges Set Asset Development Conference The Philadelphia Higher Education Network for Neighborhood Development, a consortium of 36 colleges and universities in the greater Philadelphia area, will hold its 2009 annual conference on Friday, February 27th at Chestnut Hill College in Philadelphia. PHENND works to build the capacity of its member institutions to develop mutually beneficial, sustained, and democratic community-based service-learning partnerships. The consortium actively seeks to revitalize local communities and schools and foster civic responsibility among the region's colleges and universities. The theme of this year’s conference is financial asset development. The conference will cover topics such as Volunteer Income Tax Assistance, public benefits campaign, financial education and much more. All of these topics are things needed to help low-income communities become financially self-sufficient and the conference will focus on how colleges and universities can play a role in this process. The keynote speaker for the conference will be Karen Gross, President of Southern Vermont College. Gross has had a long and distinguished career as an academic and community development leader. For more than two decades, she was a Professor of Law at New York Law School where she specialized in consumer finance and over-indebtedness. In addition, she was, until recently, the President and CEO of an educational non-profit organization that designs, implements and studies programs to improve the financial literacy skills of consumers called The Coalition for Consumer Bankruptcy Debtor Education. The book that will be dedicated to the library will be "Juneteenth, A Celebration of Freedom" by Dr. Charles Taylor. "Our special guest speaker will be Rev. Ronald V. Myers, Sr., M.D., Founder & Chairman of the National Juneteenth Observance Foundation (NJOF) and the National Juneteenth Christian Leadership Council (NJCLC)," states Wilma Newton, President of the OJHF. Juneteenth, or the "19th of June", recognizes June 19, 1865, in Galveston, TX, when Union General Gordon Granger announced freedom for all slaves in the Southwest. This was the last major vestige of slavery in the United States following the end of the Civil War. This occurred more than two and a half years after the Emancipation Proclamation was issued by President Abraham Lincoln. Upon the reading of General Order #3 by General Granger, the former slaves celebrated jubilantly, establishing America's second Independence Day Celebration and the oldest African-American holiday observance. Juneteenth is now recognized as a state holiday or state holiday observance in Texas, Oklahoma, Florida, Delaware, Idaho, Alaska, Iowa, California, Wyoming, Missouri, Connecticut, Illinois, Louisiana, New Jersey, New York, Colorado, Arkansas, Oregon, Kentucky, Michigan, New Mexico, Virginia, Washington, Tennessee, Massachusetts, North Carolina, West Virginia, South Carolina and Vermont. In 2003, the District of Columbia passed legislation to recognize Juneteenth as a district holiday observance. Many more states, including Utah, Alabama, South Dakota, Pennsylvania, Montana, Wisconsin and Maryland have recognized Juneteenth through state legislative resolutions, Gubernatorial Proclamations and current state holiday observance legislation.
